He's deflecting rather than engaging GOP talking points by throwing them all up in the air as unanswerable: Is Iraq winnable, or not? Are Americans prepared to sacrifice for victory, or not? Will the 110th Congress vote to reinstate a draft, or not? He doesn't take a stand on any of these.
He speaks as if Congress has the authority or expertise to overhaul the highly specialized and sophisticated armed forces of the United States. Congress is not the best body to do that; in fact it's one of the worst.
Rangel's grandstanding on prime time is a kind of asymmetric political warfare -- a rhetorical, Democratic, inside-the-Beltway IED.
If Americans voted for change on 11/7, Rangel's offering change for the worse.
